GCSE examinations were first sat in the UK in 1988. They replaced the former O-levels and CSEs. There seemed to be more students getting higher grades, which was used as a sign that standards were falling. It is possible, however, to argue that this improvement in grades was due to improved teaching. The debate went on year after year.
